The woman, who asked not to be identified, says she arrived at her home around 9 p.m.
Saturday at a house in the 7500 block of East Market Street.
She says she saw two officers standing on a stoop in front of the house.
She says she then saw a man with a gun and told him to drop it.
She said he turned around and fired at them.
She believes she was shot in the chest.
She then ran outside and called 911.
The officers returned to the home about two hours later and asked her husband to come inside.
She was able to get inside and call 911, but the officers then shot her husband in the shoulder, the complaint said.
The woman was rushed to a hospital, where she died.
The lawsuit alleges the officers were justified in shooting the man in self-defense.
The incident has prompted an investigation by the Texas Rangers into the shooting.
